It seems to me, no matter how the Ministry words it or how much they make it sound like they are trying to protect the others that all they are really doing is making life more difficult for those who have been pardoned.

Do explain to me how tracking people you've claimed are innocent and pose no threat to society validates your claims. If you trusted them and thought them to be innocent there would be no need for you to track.
